Council Minutes

March 9, 2015

Reports

The Minutes were read by the city clerk.

Motion: Councilor Stroda moved to accept the February 2015 meeting minutes as read by Jessica Gilbert.  Seconded by Councilor Wick.  Motion passed unanimously.

 

The Treasurer’s Report was given by Kathy Matkins

Motion: Councilor Wick moved to accept the bills presented for payment.  Seconded by Councilor Alcorn.  Motion passed unanimously.

 

Sewer: 402 B

Clerk Gilbert reported that the household at 402 B, owned by James and Kathy Miner, has no hook-ups with the sewer at this time, nor does it have connection to a well or Rural Water.  Council agreed with the Clerk that this property meets the criteria for dismissing monthly sewer fees at this time. The Miners will be living in Abilene until the end of the year, according to Jessica.

 

Clean-up Dumpster

Because 2015 is the designated year for bringing in a dumpster for town clean-up, Jessica asked the Council which disposal company they wanted to use.  Councilor Alcorn suggested using a Herington company, since he believed the charges were less than hiring the Salina company used in the past.  

 

Motion: Councilor Wick moved to set May 9-17 as the official clean-up week, providing a dumpster to be located on Councilor Stroda’s property on Third Street. The company to be used will be determined by Councilor Alcorn and the City Clerk, depending on the most economical price.  Seconded by Councilor Stroda.  Motion passed unanimously.

 

As before, Councilor Stroda will provide a small trailer for metal items.

 

Motion: Councilor Stroda moved to approve the postage and printing for the city clerk to send out a notice to the residents concerning the dumpster and what is acceptable for disposal.  Seconded by Councilor Wick.  Motion passed unanimously.

 

Gilbert reminded Council that May 6 is the tentative date for students from Centre High School to come to Ramona for another clean-up event.  She asked Council to notify her of possible projects that the youth could undertake.

 

 

Dog Issues

Clerk Gilbert reported that City Attorney Bina, will be issuing a complaint against the Hill family (502 E) setting a court date, to address the Hill’s Rottweilers killing the neighbor’s chickens.  The Hills have also been issued two separate citations, for their dogs running at large on other occasions.

 

Trash Ordinance #169

The Council agreed that Ord. 169 should be updated. Council asked the City Clerk to contact the City Attorney, asking that he draft a revision that removes the language which created a city trash service (in 1981) that is no longer in service. Council also wanted a citation system (similar to the dog ordinance) included in the ordinance, where fines can be levied by the Council for persistent trash problems. 

 

Councilor Alcorn raised the issue of unkept vacant properties, suggesting perhaps these matters needed to be addressed in Ord. #169.  Clerk Gilbert reminded council that this issue had been raised several years ago, when Council reviewed the ordinance, and the City Attorney (Baldwin) advised that issues such as grass height, weeds, maintenance of land, along with requirements for vacant lots, should be addressed in a separate ordinance, and not included with trash and garbage.  

 

Motion: Councilor Wick moved to ask City Attorney Brian Bina to review Ordinance #169 concerning trash, removing language that is no longer relevant, and instituting a citation system for addressing violations.  Seconded by Councilor Stroda.  Motion passed unanimously.

 

Maintenance

Don Matkins informed Council that he was doing some plumbing at his rental at 3rd and B, and noticed that the manhole behind Sean Sipes’s residence needed work.

 

Motion:  Councilor Alcorn moved to adjourn the meeting at 7:52pm.  Motion seconded by Councilor Wick.  Motion passed unanimously.
